Otis Cook was born in New Bedford, Massachusetts, where he began his art education at the Swain School of Design. He later moved to Rockport, Massachusetts where he studied Emile Gruppe. Cape Ann became the subject of many of his coastal scenes and landscapes.

Cook was a member of the North Shore Art Association, the Guild of Boston Artists and the Rockport Art Association.
